How come the verb "Saber" -in Spanish- "Saboir" - in French, знаю - in Russian- does not exist in English?

In English we say I "know" how the machine works as well as I "know" how you feel. This would not make any sense in so many other languages since the missing verb -to wise if it would exist- gives total certainty vs. to know which does not. One points to knowledge while the other to wisdom.
